Situations

Three situations where the VAT is not obvious

When you become VAT registered

Registration becomes mandatory once your annual turnover goes over 395,000 lei. You must report it within 10 days from the end of the month in which you reached the threshold, and registration takes effect from the 1st of the following month.Below the threshold you can also register voluntarily, if you have large purchases with VAT to deduct or VAT-registered customers.

Shipping outside the country

For deliveries abroad the domestic rules no longer apply. Services directly linked to an export can be exempt with the right to deduct, and intra-EU transport between companies falls under reverse charge, with the VAT owed by the customer in their own country. In practice the invoice may show 0% with the exemption note, not 21%. Always check the note on the document.

VAT on the cash on delivery amount

Cash on delivery is not a service sold by the courier, but money collected from the recipient on your behalf. You owe VAT on your sale to the customer, at the product rate, whether the money comes through the courier or into your account. What carries VAT separately is the cash on delivery fee, the courier service, which appears as a separate line on the courier invoice.

The information above is for guidance only. The correct treatment of your transaction is set by the Romanian Fiscal Code and the supporting documents, together with your accountant.

Courier rates exclude VAT

On woot.ro you see the net rate, as is usual between companies, and the invoice shows the total including VAT. The difference between the two figures is exactly what the calculator above shows.

  • The delivery price in your shop

Your customer sees the price with VAT included, while you start from the net rate. The calculator gives you the figure to show at checkout.
  • Deductible VAT on shipping

If your company is VAT registered, the VAT on the courier invoice is deductible and is offset against the VAT you collect.
FAQ

Frequently asked questions about VAT

It means finding out which part of the final price is tax. You start from the total paid, which already includes VAT, and split it in two: the taxable base and the VAT amount.
Divide the total by 1 plus the rate. At 21% you divide by 1.21, at 11% by 1.11. The VAT is the difference between the total and the result of the division.
Because the percentage applies to the base, not to the total. From 121 lei, subtracting 21% gives you 95.59 lei, while the correct value is 100 lei. The larger the amount, the bigger the error.
21% standard rate and 11% reduced rate, since 1 August 2025. The 19%, 9% and 5% rates still appear on invoices issued before that date, so you will find them in the calculator too.
Yes. Click VAT calculator, enter the amount excluding VAT and you see the VAT amount and the total to pay. It is useful when you start from a net rate and want the final price for the customer.
Without VAT. VAT at the current rate is added on the invoice, and if your company is VAT registered you deduct it as usual.
The calculator uses the standard formula and rounds to two decimals, so the figures match those on a correctly issued invoice. For tax returns and bookkeeping, the reference remains the tax document and your accountant.
